Ricardo ‘Chino’ Rey Ocasio Ramos

Biography

Ricardo Rey Ocasio Ramos was born on November 1, 1967, in the capital city of San Juan. He completed his primary and secondary education in the public school system, graduating from Ramón Vila Mayo High School located in the Río Piedras sector.

He pursued university studies at the University College of San Juan, where he earned a Bachelor’s degree in Criminal Justice.

From early in his development, Ocasio Ramos distinguished himself by his unwavering desire to help the most underserved communities in the Capital City, identifying alternatives to overcome challenges and address concerns. This vocation has remained latent throughout his professional career.

He has served as a Citizen Assistance Officer in the Department of Transportation and Public Works in the Municipality of San Juan. He then worked as Director of Auxiliary Service in the Puerto Rico Senate, which brought him into contact with the situations faced by the constituents of the Capital City. His work and performance led him to the position of Special Assistant to the Secretary in the Department of Housing, where he evaluated and presented alternatives to address the need for affordable housing for low-income families.

Community volunteering continues to be one of his greatest passions, which is why he carries out community work through the Lions Club of Las Americas, District Number 51, among other non-profit organizations.

On November 5, 2024, he was elected Representative for District Number 2, which includes part of the Municipality of San Juan. He was appointed to chair the Commission on Older Adults and Social Welfare.

José Hernández Concepción

Félix Pacheco Burgos

Biography

Félix Emanuel Pacheco Burgos was born on December 3, 1988. Son of Nancy Burgos and Félix Pacheco, he has five siblings and has lived in the municipality of Toa Alta for most of his life. He completed his primary and secondary education at the public schools Violanta Jiménez, José Pablo Morales, and Nicolás Sevilla. From an early age in his childhood, he developed a deep sense of helping the communities of his town, a drive that has guided him in his academic and professional performance.

At the age of 16, he entered the Ana G. Méndez University System, where he earned a Bachelor’s degree in Criminal Justice Arts, with a concentration in Psychology. At 20 years old, he began his professional career as a law enforcement officer in the Puerto Rico Police Bureau. During his career in the Police Force, he obtained an Associate Degree in Police Sciences from the Puerto Rico College of Criminal Justice.

He served as Chief of Staff of the municipality of San Juan in the port area

During the emergency caused by the impact of Hurricane María in September 2017, one of his main duties was coordinating logistics matters related to supplies.

In line with his vocation to serve others, Pacheco Burgos developed the community support project for the Elderly at Hogar de Paz, a long-term care platform for senior adults in the municipality of Toa Alta.

On November 5, 2024, he was elected Representative for District Number 9, which includes the municipalities of Toa Alta and Bayamón. He was appointed to chair the Public Safety Commission of the House of Representatives.

Elinette González Aguayo

Biography

Elinette González Aguayo was born on August 27, 1973, in the municipality of San Juan. However, much of her childhood, educational development, and professional career took place in her beloved municipality of Dorado, where she resides.

From early in her education, she developed a strong sense of public service, particularly in the areas of accounting and administration, a passion that has shaped her academic and professional career.

A product of the public schools in the municipality of Dorado, González Aguayo completed her secondary studies at the Bayamón Technological University College, where she earned a Bachelor of Arts degree in Business Administration, with a concentration in Accounting. She earned a Master’s degree in Business Administration, with a specialization in Project Management, from the Ana G. Méndez University System.

She is recognized for her emphasis on organization, resource allocation, and budget management—skills she has applied throughout her professional career.

Focused on her vocation to serve others, she entered public service working in the Senate of Puerto Rico, where she held various positions, including in the Office of the President of that Legislative Body and as Services Coordinator at the Capitol Superintendency. She also worked in the Accounting Division of the Department of Economic Development and Commerce, the Citizen Service Office attached to the Governor’s Office, and the Budget Office of the Administration for Child Support.

Additionally, she has experience in the private sector, standing out as Operations Director, as well as Interim Director, of the Jane Stern Community Library in Dorado, and also as an Administrative Assistant in a law firm.

On November 5, 2024, she was elected Representative for District Number 11, which includes the municipalities of Dorado, Vega Alta, and Vega Baja. She was appointed to chair the Natural Resources Commission.
